I put this article together to teach you how to make Skyrim look amazing on a weak computer by faking an ENB. I believe I've found the perfect combination of mods for my weak PC. Your mileage may vary, but my experience may be able to help you get started.
Once the download is complete, open 'enbseries_fallout4_vXXXX.zip' (XXXX is the version the ENB). ENBs Look Great but Cost a lot
I really wanted to find a way to make Skyrim look great on my crappy PC without sacrificing a ton of performance. But lighting and textures can only take you so far. You need something a little extra to tie everything together and make it all pop.
That's where an ENB preset usually comes in.
ENB is basically a third party compilation of scripts that tweaks Skyrim's engine and adds various post-processing effects like depth of field and bloom. However, ENB can be extremely costly in terms of processing power, especially on a weak computer.
The so-called 'performance' presets might save a few frames here and there, but for those of us with truly weak systems it's still not enough.
Faking an ENB
After a bit of searching, I finally found a solution in the form of a sweetfx preset called 'I Can't Believe it's not an ENB' combined with the Imaginator plugin. Sweetfx is essentially similar to ENB but slightly less powerful and with less of a performance hit. A lot of ENB presets come with Sweetfx as well for double the awesome.
Imaginator is a tool created by Gopher and Mr. Goodeye that allows you to control various aspects of how Skyrim looks. Saturation, Contrast, Bloom, and more. Combining the two allows for a wide range of options and the ability to fine tune your graphics however you see fit.
The best part is that the performance impact of those two is pretty much negligible on my system.
Combined with Dynavision (for depth of field) and you get incredibly close to what most ENB presets give you with hardly any performance loss.
Add in Climates of Tamriel, and its related weather mods, along with Enhanced Lights and FX and the effect will be complete. These come with a bit more of a performance hit, but I find that losing a few frames in the name of a better looking game is worth it.
Optimizing Skyrim for a Low End PC
I run my Skyrim game on medium Settings with FXAA and Anti-aliasing turned off. I've done a few tweaks to my skyrimprefs.ini file as well as enabling ENBoost and the Memory Patch that's included in SKSE.
I suggest you follow this tutorial (with a few alterations) here for tips to optimize your game and save some FPS. Keep reading for my alterations.
I use Skyrim Distance Overhaul instead of High Quality LODs. I also use Hi-Res DLC optimized instead of Optimized Vanilla Textures.
I followed most of the instructions, but skipped anything to do with WryeBash. You can do the WryeBash steps if you want, but I didn't feel it was necessary. After installing the memory patch, the skyrimprefs.ini tweaks, and ENBoost I get hardly any CTDs or ILSs.
I installed ENB and then opened the enblocal.ini and found the entry that says 'UsePatchSpeedhackWithoutGraphics' and switched it to true.
That will allow you to get the benefits of ENB's memory management (allowing Skyrim to access the full power of a 64bit operating system) without the performance costs.
Don't bother with Project Optimization. It's useless if you plan to install mods that drastically change the interiors of the vanilla game and does nothing for new interiors added by mods. I get better FPS indoors anyway.
I haven't personally used Decrease That Grass. Personally I find that Vanilla Skyrim has so little grass that it doesn't affect things much. If you're that desperate for a few more frames then feel free to test it out.
The last step for optimizing your textures is redundant and unnecessary. If you've already downloaded and installed Hi-Res DLC optimized then the work has been done for you already. The only time you might need to use this step is if you're using texture packs that don't have a smaller 'optimized' version available.
I personally use Vivid Landscapes alongside the Hi-Res DLC optimized and find that the 1024 size looks great and saves on VRAM.
Under the files section you'll probably want to download enbhelper.dll. To be honest I'm not certain this is necessary since we're not using the graphic portion of ENB but it certainly doesn't hurt.
You won't need the particle patch or the subsurface scattering patch either.
Installing SweetFX Alongside ENB
The 'I Can't Believe it's not an ENB' preset is installed in the same way as ENB (copy-pasted into the install directory), but before you do that you'll need to make two small changes.
Find the d3d9.dll for the preset and rename it. I called mine 'sweetfx.' Make sure it still ends with .dll.
Now go to your enblocal.ini. Open it near the top you'll see a section called [Proxy]. Just change those lines like so:

Then you can drag and drop your sweetfx files into the install directory. You'll be asked to overwrite one file which you can now do without issue.
Wrapping Up
Like I said at the start, your mileage may vary. Since most computers vary wildly in stats there is no 'right' or 'perfect' setting that fits every situation. I've done my best to optimize my game as much as possible without sacrificing appearance.
This means that I've made a few conscious choices that I know might cost me a few frames here and there (using the Hybrid+Vanilla Normalmaps option in the Optimized Hi-Res DLC instead of the standalone version).

ENB/ENBOOST
ENB is a graphic and memory enhancement tool. ENB is often used to increase and improve the graphic capabilities of Skyrim. For the purposes of this discussion, we are only focusing on ENB's Memory Management.

Anyone with RAM matching or exceeding 3.2 GBs should be using the ENBoost patch or a full ENB. It allows the game to use more RAM than normal 32 bit applications.
If you do not have an ENB and DO NOT want to utilize the ENB GRAPHIC ENHANCEMENTS: Download the latest ENB Binary found at ENBDEV
Open the ENB Binary folder and extract everything in the 'Wrapper' folder into the Skyrim Root Directory (not Data (one level below) – example .Skyrim).
Now take an ENBlocal.ini from the ENBoost Archive that fits your hardware (based on Video card brand and VRAM amount) and replace the one located in your Skyrim folder (one level below Data).

ONCE you have ENBoost installed; open the Skyrim Root Directory and open the ENBlocal.ini with notepad. Check the following settings and alter them appropriately.
The above setting determines whether you have a full ENB or you are using ENBoost. Users using ENBoost should set this to true, otherwise if using a full ENB leave as false. Also set the following:
